Though Wi-Fi can also be used for location identification for networks but Google can use other sources, as well, for location identification of networks. Android 4.4.4 KitKat has the feature which enables the Google to locate and scan for the networks for your Android device with the help of Google location service and / or some other apps. But, this option / feature is not set to ON by default. You have to set the option ON so that Google can still identify the location for the networks for your Android device, even though the Wi-Fi is OFF. You may activate this feature in Android 4.4.4 KitKat if you want the scanning for networks to remain available, always.

If you want some of the apps, such as, Facebook or Twitter’ to identify your location in the absence of the Wi-Fi, you may opt this option to identify and recognize your location of networks.

Instructions

Command Line: Settings – HOME > Wi-Fi –WIRELESS & NETWORKS > Settings Popup Menu Button > Advanced > Scanning always available – Let Google’s location service and other apps scan for networks, even when Wi-Fi is off’.

1: Tap the icon of the ‘Settings’ on HOME screen of your Android 4.4.4 device to open up the ‘Settings’ screen. KitKat-Google Location 12: At the ‘Settings’ screen, tap the ‘Wi-Fi’ in the WIRELESS & NETWORKS section. KitKat-Google Location 23: At the ‘Wi-Fi’ screen, tap the ‘Settings’ popup menu button, available at the bottom right corner of the screen. It will open up a ‘Settings’ popup menu. KitKat-Google Location 34: In the ‘Settings’ popup menu, tap the ‘Advanced’. KitKat-Google Location 45: At the ‘Advanced Wi-Fi’ screen, see the ‘Scanning always available’ is not checked, i.e. disabled. It means, your Android device is not set to scan for the networks when the Wi-Fi is not connected.KitKat-Google-Location-56: Tap the ‘Scanning always available’ to activate and enable the option. KitKat-Google-Location-6From now onward, your Android device is optimized to apply the Google services and even other apps to scan for the networks, even though the Wi-Fi is not connected / available.
